App Development Cost in the Netherlands: Web App and PWA Pricing in EUR

A custom web app or PWA MVP in the Netherlands costs roughly €53,000 to €138,000 at Amsterdam senior freelance rates, or about €15,000 to €48,000 from an offshore agency in Bangladesh. Both ranges multiply 680 to 1,120 illustrative build hours by published hourly bands at about US$1.14 per €1. Amsterdam shares 4 working hours with Dhaka in winter and 5 in summer.

This guide is for Dutch founders, product owners and SME owners pricing a first custom product. It splits the number into line items you can challenge, shows where each rate comes from, and says plainly when an agency, Dutch or offshore, is the wrong answer. How much does it cost to build a mobile app in the Netherlands?

Most people who search for "mobile app development cost" want something their customers can use on a phone. There are two ways to get there, and they are priced very differently.

  • A web app or progressive web app (PWA). One codebase runs in the phone browser and on desktop. A PWA adds a web app manifest and a service worker, so customers can add it to their home screen, open it full screen, and get a basic offline screen. This is what the ranges in this guide price.
  • Native iOS and Android apps. Two further builds (or one cross-platform build), App Store and Google Play review, device testing and release management. Expect the budget to rise well above the ranges here.

RAITHub builds web applications and PWAs only. It does not build native iOS or Android apps. If your product needs an App Store listing on day one, budget for a mobile specialist for that part.

When is a PWA enough instead of a native app?

More often than buyers expect, for a first release. A PWA is usually enough when your customers sign in, fill in forms, book, pay, upload photos or documents, and check status. That covers most customer portals, booking tools, B2B ordering and internal apps. Push notifications work on iPhone too: WebKit added Web Push for web apps in iOS and iPadOS 16.4, for web apps that have been added to the Home Screen (WebKit: Web Push for web apps on iOS and iPadOS).

A native app is the better call when discovery in the App Store is part of your growth plan, when the product depends on long-running background work such as continuous location tracking, or when it needs device features the phone browser does not expose. If you are unsure, ship the PWA first and measure; the backend, API and admin area carry over if you add native apps later.

The PWA layer itself is small. The manifest that makes a web app installable is a short file:

The real work is the service worker, the offline screens and testing on real iPhones and Android phones, which is why the table below gives the PWA layer its own line.

What do developers charge per hour in the Netherlands, and offshore?

Arc's 2026 freelance rate guide lists an average senior freelance rate of US$88 to US$140 an hour in Amsterdam and US$80 to US$125 at country level, against US$70 to US$120 for Western Europe and US$22 to US$55 for South Asia (Arc freelance developer rates 2026). Clutch does not publish a Netherlands band; it gives US$25 to US$49 an hour as the most common agency band (Clutch software development pricing guide, updated 21 September 2026).

To convert, this guide uses the European Central Bank reference rate of US$1.1355 per €1 for 30 September 2026 (ECB euro reference rates). Exchange rates move; check the day's rate before you compare quotes.

These are market figures checked on 1 October 2026, not RAITHub prices. RAITHub publishes no hourly rate. The Dutch figures are freelance rates; a Dutch agency adds project management, QA and margin on top, so treat the local range as a floor rather than a ceiling.

For an official anchor, Statistics Netherlands (CBS) puts the average gross hourly wage of employees in the information and communication sector at €36.40 in 2025, and the average yearly wage including bonuses at €72,860; the 2025 figures are provisional (CBS StatLine 81431ENG, jobs, wages and working hours by industry). That is an employee's wage, before employer contributions, office costs and unbilled time. It explains why a Dutch freelance or agency rate is often two to three times the wage figure or more.

What are the line items in an app development quote?

A credible quote splits into discovery, design, frontend, backend, payments, access control, the PWA layer, QA, infrastructure and project management. The hours below are illustrative assumptions for a typical first release, such as a booking product, a customer portal or a B2B ordering tool. They are not benchmarks and not a quote. Multiplying them by the Amsterdam senior freelance band (€78 to €123) and the common agency band (€22 to €43) gives the ranges in the opening paragraph.

Use the table to question a quote, not to write one. If a quote has no QA line, testing is either hidden in the other lines or missing. If discovery is zero, the vendor is pricing a spec nobody has written yet. How does iDEAL | Wero change the scope and the fees?

Dutch customers expect to pay by bank, not only by card, so iDEAL is usually in scope from the first release. It is now branded iDEAL | Wero. The iDEAL site says the transition to Wero is under way and that all iDEAL merchants will have moved to Wero by the end of 2027 at the latest, with the payment provider handling the updates (iDEAL: to Wero). Stripe's documentation says the same in developer terms: rebrand the integration to iDEAL | Wero, then switch to Wero during 2026 and 2027 (Stripe iDEAL | Wero docs).

This is engineering guidance. RAITHub has shipped Stripe rent collection in PropDesk, and bKash, Nagad, SSLCommerz and cash on delivery in TheSkinProof, which is the founder's own venture rather than a client project. It has not shipped iDEAL, Wero or any other Dutch payment method. Here is what the scope should include, from Stripe's documentation:

  • A redirect flow. The customer is sent to their bank to approve the payment and comes back to your site. Your order status should update from the payment event your server receives, not from the return page, which a customer can close.
  • Recurring payments need a second method. iDEAL | Wero itself is one-off; Stripe supports subscriptions by using the iDEAL payment to set up SEPA Direct Debit. That is a second flow to test, including failed debits.
  • No disputes, but refunds. Customers cannot dispute an iDEAL | Wero payment with their bank. Refunds are possible for up to 180 days and can stay pending for up to 7 days, so your admin area needs a refund status, not just a button.
  • Euros only, and a KVK number on the site. iDEAL | Wero presents in EUR, and Stripe says a Netherlands-based business must display its Chamber of Commerce (KVK) number on its website.
  • A second migration later. Budget a small line in 2027 for the switch to Wero, even if your provider does most of it.

On fees, Stripe's Dutch pricing page lists €0.29 per iDEAL payment, against 1.5% + €0.25 for standard EEA cards, 2.5% + €0.25 for UK cards and 3.15% + €0.25 for international cards, plus 2% where currency conversion is needed (Stripe Netherlands pricing, checked 1 October 2026). On a €500 order, a standard EEA card costs €7.75 and iDEAL costs €0.29. On a €20 order the gap is €0.55 against €0.29. The saving grows with the basket size. Does using a team in Bangladesh change the GDPR work?

It adds paperwork, not a separate project. If the offshore team can access personal data, the transfer to a country outside the EU needs a mechanism, usually the European Commission's standard contractual clauses (SCCs), plus a transfer impact assessment. Rather than repeat it here, outsourcing software development for EU startups walks through which SCC module to sign, what goes in the annexes, and how a small team runs the assessment. The cheaper path is usually architectural. Keep production data in an EU region and let the offshore team build and test against synthetic data. That costs a few hours of seed scripts and access controls. What does an app cost to run after launch?

Plan for hosting, a database, email delivery, error monitoring, payment fees and a maintenance budget for security updates and small changes. For an early product these are usually hundreds of euros a month, not thousands, but payment fees scale with revenue. A PWA also avoids app store developer fees and store review cycles for every release. What a SaaS costs to run each month breaks the infrastructure side down line by line.

An invoice from a supplier outside the EU normally carries no Dutch VAT, and your business may have to account for it under the reverse charge. This is general information, not tax advice; confirm the treatment with your accountant and the Belastingdienst.

How many working hours does an Amsterdam team share with Dhaka?

Dhaka is UTC+6 with no daylight saving. The Netherlands runs on CET (UTC+1) in winter and CEST (UTC+2) in summer. With a 9:00 to 18:00 day at both ends, Amsterdam shares about 4 working hours with Dhaka in winter and 5 in summer.

The shared window is your morning. A 10:00 stand-up in Amsterdam lands in the Dhaka afternoon all year, and the day's work is waiting in a written handoff when you start the next morning. Should a Dutch startup pay a fixed price or by the hour?

A fixed price once the scope is written down, hourly while it is still being discovered.
