This guide is for Italian founders, operations leads and SME owners pricing a first custom product. It splits the number into line items you can challenge, shows where each rate comes from, and says plainly when an agency, local or offshore, is the wrong answer. How much does a mobile app cost to build in Italy?
For a first release with sign-in, a few user roles, an admin area, payments and an automated test suite, the ranges above are a fair starting point. The country matters less than people expect. The biggest drivers are how many screens, roles and integrations the first release really needs, and how much of the work is rework.
A word on "mobile app". Most people who search for a mobile app price want something their customers can open on a phone. There are two ways to get it. A web app, or a progressive web app (PWA), runs in the phone browser and on desktop from one codebase, and can be added to the home screen like an app. Native iOS and Android apps need two separate builds, App Store and Google Play reviews and more device testing, and they push the budget well above the ranges here. What do developers charge per hour in Italy, and offshore?
There is no single official "developer rate" for Italy, so this guide uses three published reference points. Arc's 2026 freelance rate guide does not list Italy separately; it gives US$70 to US$120 an hour for Western Europe and US$22 to US$55 for South Asia (Arc freelance developer rates 2026). Clutch gives US$25 to US$49 an hour as the most common agency band worldwide and publishes no Italy band (Clutch software development pricing guide, updated September 2026).
For a local employment benchmark, Eurostat puts the average hourly labour cost in Italy at €37.5 in 2025, against an EU average of €34.9 (Eurostat hourly labour costs). That figure covers the whole economy, not software alone, and it is what an employer pays per hour worked, including social contributions. It is a cost to employ, not a price a vendor would charge you.
To convert, this guide uses the European Central Bank reference rate of US$1.1355 per €1 for 30 September 2026 (ECB euro reference rates). Exchange rates move; check the day's rate before you compare quotes.

These are market figures checked on 1 October 2026, not RAITHub prices. RAITHub publishes no hourly rate. Note the mismatch: the Western European figure is a freelance rate for one person, not an agency rate. An agency in Milan or Rome adds project management, QA and margin on top, so treat the local range in this guide as a floor, not a ceiling. Rates also say nothing about how many hours a vendor needs, which is why the next table works in hours first. What are the line items in an app development quote?
A credible quote splits into discovery, design, frontend, backend, payments, access control, QA, infrastructure and project management. The hours below are illustrative assumptions for a typical first release, such as a booking product, a customer portal or a B2B ordering tool. They are not benchmarks and not a quote. Multiplying them by the Western European freelance band (€62 to €106) and the common agency band (€22 to €43) gives the ranges in the opening paragraph.

Use the table to question a quote, not to write one. If a quote has no QA line, testing is either hidden in the other lines or missing. If discovery is zero, the vendor is pricing a spec nobody has written yet. Is it cheaper to hire an in-house developer in Italy?
Rarely for a first release. A single hire brings salary, social contributions, recruitment time and equipment, and it still leaves you with one person. The line items above need design, frontend, backend, testing and deployment skills. One engineer rarely brings all of them, and nobody reviews their code.
An in-house team makes sense once the product has paying users and a roadmap measured in years. For the first release, a fixed-scope project usually costs less in total and ends with something you can show investors or customers. Many teams do both: an outside build for version one, then an in-house hire who inherits a tested codebase and written documentation.
How do Satispay and cards change the scope?
Payments are often the line that grows, because Italian customers expect more than cards. Each payment method is a separate integration to scope, test and reconcile. This is engineering guidance. RAITHub has shipped Stripe rent collection in PropDesk, and bKash, Nagad, SSLCommerz and cash on delivery in TheSkinProof, which is the founder's own venture rather than a client project. It has not shipped Satispay or any other Italian payment method.
- Cards through Stripe. Stripe's Italian pricing page lists 1.5% + €0.25 for standard EEA cards, 2.8% + €0.25 for premium EEA cards and 3.15% + €0.25 for international cards, plus 2% where currency conversion is needed (Stripe Italy pricing, checked 1 October 2026).
- Satispay. Stripe documents Satispay as a wallet for customers in Italy, in euros, where the customer is redirected to Satispay to finish the payment, with recurring payments and partial refunds supported (Stripe Satispay docs). Satispay's own business page lists a 1% commission per payment for points of sale (Satispay Business); the online fee depends on how you integrate, so confirm it with your provider.
- SEPA Direct Debit for B2B or subscription billing. Stripe lists €0.35 per transaction on the same pricing page.
What the scope must cover is the same for every redirect method: the payment completes outside your page, so the order status has to wait for the confirmation webhook rather than the redirect back. Satispay refunds through Stripe are asynchronous, according to the same docs, so your admin area needs a "refund pending" state. What does English-only delivery mean for an Italian product?
RAITHub works in English only: specs, calls, written handoffs and documentation. If your customers need an Italian interface, the app can be built to hold translated text and to format numbers and dates the Italian way. The Italian copy itself, and its review, has to come from your side or a translator. Budget for that as its own line.
Formatting is the part people forget. Italian prices use a comma for decimals and a dot for thousands, which the browser handles for you if the code asks for the right locale:

Does GDPR change the cost of an offshore build?
It adds a small line item, not a separate project. If the offshore team will receive personal data about your customers or staff, the transfer outside the EU needs a legal basis, usually Standard Contractual Clauses (SCCs) plus a data processing agreement. The cheaper path is usually architectural. Keep production data in the EU, for example in the AWS Europe (Milan) region, eu-south-1 (AWS Regions), and let the offshore team build and test against synthetic data. That costs a few extra hours of seed scripts and access controls. What does an app cost to run after launch?
Plan for hosting, a database, email delivery, error monitoring, payment fees and a maintenance budget for security updates and small changes. For an early product these usually come to hundreds of euros a month, not thousands, but payment fees scale with revenue. Italy runs on UTC+1 in winter and UTC+2 in summer; Dhaka stays on UTC+6 all year. With both sides on a 9:00 to 18:00 day, Rome shares 4 working hours with Dhaka in winter (09:00 to 13:00 Rome time) and 5 in summer (09:00 to 14:00).
