This guide is for Singapore founders, operations leads and SME owners pricing a first custom product. It splits the number into line items you can challenge, shows where each rate comes from, and says plainly when an agency, local or offshore, is the wrong answer. How much does it cost to build an app in Singapore?
For a first release of a web application, with sign-in, a few user roles, an admin area, payments and an automated test suite, the ranges above are a fair starting point. The country matters less than people expect. The biggest driver is how many screens, roles and integrations the first release really needs, and how much of it is rework.
A word on "app". Many Singapore buyers say app and mean something that lives on a phone. A web app, or a progressive web app (PWA), runs in the phone browser and on desktop from one codebase, and can be added to the home screen. Native iOS and Android apps need separate builds, app store reviews and more testing, and they push the budget up. RAITHub builds web applications and PWAs only; it does not build native mobile apps. What do developers charge per hour in Singapore, and offshore?
Clutch's pricing guide does not publish a Singapore band. It gives US$25 to US$49 an hour as the most common agency band worldwide (Clutch software development pricing guide, updated September 2026). For Singapore itself, Arc's 2026 freelance rate guide lists US$85 to US$135 an hour for the city and US$70 to US$120 at country level, against US$28 to US$65 for Southeast Asia and US$22 to US$55 for South Asia (Arc freelance developer rates 2026). Arc does not split those regional bands by seniority.
To convert, this guide uses about S$1.28 per US$1, the cross rate implied by the European Central Bank's euro reference rates for 29 September 2026 (ECB euro reference rates). Exchange rates move; check the day's rate before you compare quotes.

These are market figures checked on 30 September 2026, not RAITHub prices. RAITHub publishes no hourly rate. Notice the mismatch: the Singapore figure is a freelance rate, not an agency rate. A Singapore agency adds project management, QA and margin on top, so treat the local range in this guide as a floor, not a ceiling. What are the line items in an app development quote?
A credible quote splits into discovery, design, frontend, backend, payments, access control, QA, infrastructure and project management. The hours below are illustrative assumptions for a typical first release, such as a booking product, a customer portal or a B2B ordering tool. They are not benchmarks and not a quote. Multiplying them by the Singapore city freelance band (S$109 to S$173) and the common agency band (S$32 to S$63) gives the ranges in the opening paragraph.

Use the table to question a quote, not to write one. If a quote has no QA line, testing is either hidden in the other lines or missing. If discovery is zero, the vendor is pricing a spec nobody has written yet. Is it cheaper to hire an in-house developer in Singapore?
Rarely for a first release. A single hire brings salary, CPF contributions for a local employee, recruitment time and equipment, and it still leaves you with one person. The line items above need design, frontend, backend, testing and deployment skills. One engineer rarely brings all of them, and nobody reviews their code.
An in-house team makes sense once the product has paying users and a roadmap measured in years. For the first release, a fixed-scope project usually costs less in total and ends with something you can show investors or customers. Many teams do both: an outside build for version one, then an in-house hire who inherits a tested codebase and written documentation.
How do PayNow, cards and regional rails change the scope?
Payments are often the line that grows, because Singapore customers expect more than cards. Each rail is a separate integration to scope, test and reconcile. This is engineering guidance. It has not shipped PayNow, DuitNow or FPX, or any other Southeast Asian payment rail.
- Cards through Stripe. Stripe's Singapore pricing page lists 3.4% + S$0.50 for domestic cards, plus 0.5% for international cards and 2% where currency conversion is needed (Stripe Singapore pricing, checked 30 September 2026).
- PayNow. The same page lists PayNow at 1.3% per transaction. The customer pays from their own banking app, so your checkout has to handle a payment that completes outside your page, and your order status has to wait for the confirmation event rather than the redirect.
- Malaysian customers: DuitNow and FPX. If you sell into Malaysia, customers will ask for local bank payments. Treat each as its own line item, with its own test plan and reconciliation, and price it after you have chosen a payment provider.
The fee gap is real money on repeat payments. On a S$2,000 monthly subscription or rent payment, a domestic card at Stripe's listed rate costs S$68.50; the same payment by PayNow at 1.3% costs S$26. Does sending data to Dhaka change the cost?
It can add a small line item. If your product holds personal data about customers or staff, and the offshore team will receive it, Singapore's Personal Data Protection Act has a Transfer Limitation Obligation. The PDPC's guidance says an organisation transferring personal data overseas must ensure the recipient is bound to a comparable standard of protection, often through a contract (PDPC Advisory Guidelines on Key Concepts in the PDPA, chapter 19).
The cheaper path is usually architectural. Keep production data in Singapore, for example in the AWS Asia Pacific (Singapore) region, ap-southeast-1 (AWS Regions), and let the offshore team build and test against synthetic data. That design costs a few extra hours of seed scripts and access controls, not a separate project. What does an app cost to run after launch?
Plan for hosting, a database, email delivery, error monitoring, payment fees and a maintenance budget for security updates and small changes. For an early product these are usually hundreds of dollars a month, not thousands, but payment fees scale with revenue. What a SaaS costs to run each month breaks the infrastructure side down line by line.
If you pay an overseas vendor, ask your accountant whether GST applies to the imported service for your business, and how foreign-currency invoices are recorded. Should a Singapore startup pay a fixed price or by the hour?
A fixed price once the scope is written down, hourly while it is still being discovered.
