For QA, the practical answer is usually to avoid handling real personal information:
- Test against synthetic data, not copies of real customers.
- Keep production data in your own Canadian-region account, with testers deploying into it.
- Bind the provider by contract to comparable protection, as PIPEDA's accountability principle requires.
- Run the Quebec privacy impact assessment where Law 25 applies, before any communication outside Quebec.
