In Canada, a custom app costs its engineering hours times the rate you pay for them. The national median wage for computer systems developers is CA$43.27 an hour before employer costs (Job Bank), and agencies bill well above that. This guide is for Canadian founders and operators pricing a web application: a customer portal, a booking or scheduling product, a SaaS platform or an internal tool with payments. It breaks the budget into line items in Canadian dollars, shows what Canadian payment rails add to scope, and covers what federal privacy law expects when an offshore team handles your data. How much does it cost to build an app in Canada?
For a web product with sign-in, a few roles, one core workflow, payments and an admin area, plan for roughly 700 to 1,200 engineering hours. Multiply by the rate and you have the build budget. The table does that arithmetic for one illustrative scope.
The hour counts are assumptions for a mid-sized first version, chosen to show how the line items combine. They are not benchmarks, not quotes and not RAITHub prices. Your scope will move each line up or down.

Two lines are easy to underprice. Payments look like one integration but are really three flows with different timing, covered below. Tests look optional until a release breaks rent or billing. What do Canadian developers cost per hour?
Job Bank publishes wage ranges for computer systems developers and programmers (NOC 21230), updated on 19 November 2025 from 2023–2024 data. These are employee wages, not billing rates.

Source: Job Bank wage report, NOC 21230. An employer pays more than the wage: benefits, statutory payroll contributions, equipment, recruiting and the hours nobody bills. An agency adds its own overhead and margin on top. On Clutch's Canada directory, listed development firms show average hourly bands from $25–$49 up to $150–$199, which is why the table above uses CA$100 and CA$150 as illustrative points rather than the median wage.
The practical reading: hiring one experienced developer in Toronto or Vancouver and building alone is a real option if you have months, the management time and a second person to review the code. Most first versions need several skills at once, which is where an agency or a dedicated team earns its rate.
What do pre-authorized debit and Interac add to the scope?
Each Canadian payment rail is its own flow with its own timing, so treat each as a separate line item. Cards confirm in seconds; pre-authorized debit (PAD) takes days and can be reversed; Interac e-Transfer arrives outside your checkout and has to be matched to an invoice.
- Cards. Stripe's Canadian list price is 2.9% plus CA$0.30 per successful domestic card transaction (Stripe Canada pricing).
- Pre-authorized debit. A PAD is a bank debit under a signed mandate, governed by Payments Canada Rule H1. Stripe charges 1% plus CA$0.40, capped at CA$5.00 per payment. Final confirmation can take up to 5 business days, a new mandate must be confirmed to the customer within 5 calendar days, and each debit needs a notification. Personal-account disputes can be filed up to 90 calendar days after the debit, and the merchant cannot contest them (Stripe: Canadian pre-authorized debit).
- Interac e-Transfer for Business. Transactions can be up to $25,000 depending on the financial institution and account type, and remittance data such as invoice and customer numbers can travel with the payment (Interac e-Transfer for Business). You reach it through your financial institution or a provider that offers it, and the software work is reconciliation: matching each incoming transfer to the right invoice, and flagging the ones that do not match.
The PAD timing changes your data model. A payment is not "paid" when the customer clicks; it is "processing" until the bank confirms, and it can fail days later. Here is the minimum with Stripe's Node library, as engineering guidance:

Budget for the tests around this, not only the integration: a debit that fails on day four, a dispute after the invoice was marked paid, an Interac transfer with the wrong reference. The guide to testing payments and webhooks lists the cases.

What does PIPEDA expect when an offshore team processes your data?
It expects you to stay accountable. The Office of the Privacy Commissioner of Canada (OPC) says an organization "is responsible for personal information in its possession or custody, including information that has been transferred to a third party for processing", and must "use contractual or other means to provide a comparable level of protection" while the third party processes it (OPC: Guidelines for processing personal data across borders).
The same guidelines, published in 2009 and still on the OPC site, make four points worth knowing before you hire abroad:
- "PIPEDA does not prohibit organizations in Canada from transferring personal information to an organization in another jurisdiction for processing."
- A transfer for processing is treated as a use, not a disclosure, so it does not need fresh consent if the data is used for its original purpose.
- You should tell people their data may be processed in another jurisdiction, where courts, law enforcement and national security authorities may be able to access it.
- You should assess the risks, including the legal requirements of the country where the processor works.
Breaches stay your job too. The OPC treats the principal organization as having control of the information, and so responsibility for reporting, when a processor has a breach. Breaches posing a real risk of significant harm must be reported to the OPC and to affected individuals, and records of every breach of security safeguards must be kept for two years (OPC: what you need to know about mandatory reporting of breaches). Quebec, British Columbia and Alberta have their own private-sector laws that can apply instead (OPC: PIPEDA in brief).

In practice, the processor contract should cover what data the vendor can access and why, where it is stored, who at the vendor can see it, how fast they tell you about an incident, and what happens to the data when the work ends. How does a 2-hour daily overlap between Dhaka and Toronto work?
Dhaka is UTC+6 with no daylight saving, so Toronto and Vancouver have almost no natural working-hour overlap with it. RAITHub offers a fixed daily 2-hour overlap in the Dhaka evening, 19:00 to 21:00, which lands on Toronto mornings. Everything else is async, with a written handoff every day.

Be honest with yourself about the West Coast: the overlap is before breakfast in Vancouver. For Toronto and Montreal it is the first two hours of the day, which suits a standup, a demo or a decision call. The rest of the day works like this: you write feedback during your afternoon, the team works on it overnight your time, and a written handoff is waiting when you start. The working week is agreed per client when the engagement starts, including around Canadian statutory holidays.
