What does English-only delivery mean for a Japanese team?
It is the main thing to weigh. RAITHub works in English: test plans, defect tickets, CI output, release notes and live calls are all in English, and it does not write or translate Japanese copy. That fits teams that already run engineering in English, and is the wrong fit for a team that needs QA conducted in Japanese. What does the APPI expect before personal data leaves Japan?
Japan's Act on the Protection of Personal Information (APPI), overseen by the Personal Information Protection Commission (PPC), sets conditions on providing personal data to a third party in a foreign country, generally requiring the individual's consent to the overseas transfer, the recipient being in an adequacy-recognised country, or the recipient being bound to equivalent standards (Personal Information Protection Commission). For QA, the cleanest way to meet that is usually to avoid the transfer entirely:

- Test against synthetic data, not copies of real customers, so no personal data leaves Japan.
- Keep production data in your own Japan-region account, with testers deploying into it rather than hosting anything.
- Bind the recipient by contract to equivalent standards, as the APPI contemplates.

In your repository, running in your CI, with bugs in your tracker. That is what separates a service you keep from hours you rent: if the automated suite lives on the vendor's machines, you lose it when the contract ends and cannot prove a release was tested.
