Founder & Lead Engineer, RAITHub
A company in Dubai or the wider GCC gets one of the widest offshore overlaps there is with a Dhaka QA team: Dubai is 2 hours behind Dhaka (UTC+6), so a 9-to-6 day shares about 7 working hours, with Riyadh and Doha sharing 6 and Muscat about 7. Neither side changes its clocks, so the window never moves. The main rule to check is the UAE PDPL on cross-border data.
This guide is for founders, CTOs and QA leads in Dubai, Abu Dhabi, Riyadh, Doha, Kuwait, Manama and Muscat. RAITHub is a QA and software studio in Dhaka, with no office in the UAE or elsewhere in the Gulf, delivering in English only, and is not SOC 2 or ISO 27001 certified. Legal points are general information; confirm them with a GCC-qualified adviser.
How many working hours do Dubai and the GCC share with Dhaka?
Six or seven, all year, with no clock changes on either side.
| City | Offset from Dhaka | Shared working hours |
|---|---|---|
| Dubai and Abu Dhabi (UAE) | 2 hours behind | About 7, all year |
| Muscat (Oman) | 2 hours behind | About 7, all year |
| Riyadh, Kuwait, Manama (KSA, Kuwait, Bahrain) | 3 hours behind | About 6, all year |
| Doha (Qatar) | 3 hours behind | About 6, all year |
With both sides on a 9:00 to 18:00 day, the shared time is most of the Gulf morning and early afternoon: the Dhaka team starts a couple of hours before you, so overnight questions are answered first, then the day runs largely together. One thing to agree in writing is which weekdays both sides work, since weekend conventions differ. For the Singapore and SEA comparison see QA testing for Singapore, and for the wider model offshore QA testing services.
What does the UAE PDPL say about sending personal data abroad for testing?
The UAE's Personal Data Protection Law, Federal Decree-Law No. 45 of 2021, applies to processing of personal data inside or outside the country and sets requirements for cross-border transfer (UAE Government portal: data protection laws). The rules follow a familiar pattern: transfers are allowed to countries the UAE Data Office recognises as adequate, with exceptions such as contractual safeguards or consent for other cases. Free zones such as DIFC and ADGM have their own data protection regimes, and some financial and health data must stay in the UAE. For QA, the practical answer is usually to avoid the transfer:
- Test against synthetic data, not copies of real customers, so no personal data crosses the border.
- Keep production data in your own UAE-region account, with testers deploying into it rather than hosting anything.
- Put contractual safeguards in place for any personal data that cannot be avoided, and check whether a free-zone regime applies to your entity.
- Sign a DPA defining the testers' obligations and your instructions.
RAITHub makes no PDPL "compliance" claim and no vendor can take on your obligations. What it does is sign DPAs, follow your controls, and design testing so personal data stays in your environment. This is general information; confirm your position with a UAE- or GCC-qualified adviser. The vendor-side detail, including DIFC and ADGM, is in hiring an offshore team for a UAE startup.
How do you test an Arabic, right-to-left interface?
Many GCC products ship in Arabic as well as English, and right-to-left (RTL) layout is where testing finds the most issues. A QA pass on an Arabic interface checks that direction is set on the document, that layout mirrors correctly, and that the places RTL usually breaks actually hold:
- Directional icons such as arrows, "back" and progress indicators flip the right way.
- Mixed Arabic and English in one line, plus numbers, dates, currency and phone fields, render correctly.
- Forms, tables and charts mirror without clipping or overlap.
- Every screen is checked in both directions, not just the home page.
RAITHub tests RTL layouts as engineering; it delivers in English, so Arabic copy should come from your team or a translator, and RAITHub tests the layout around it. The build-side detail is in the UAE offshore guide.
How big is the cost gap for a GCC buyer?
Wide, and mostly in the rate. One 2026 QA outsourcing guide puts manual testing at $8 to $55 an hour in India and Southeast Asia against $60 to $160 in Western Europe and $80 to $150 or more in North America, with automation 20 to 50% higher in every region (QA Madness 2026 rates). Freelance marketplaces sit lower: Upwork lists a median of $35 an hour for QA engineers (Upwork).
| Option | Market rate (2026) | Overlap with your day |
|---|---|---|
| Regional or Western agency | $60 to $160/hr manual (QA Madness, Western Europe) | Full to partial |
| Freelancer or crowdtesting | Upwork median $35/hr for QA engineers | Full, knowledge leaves each time |
| Offshore managed QA (Bangladesh) | $8 to $55/hr band region; quoted per scope | 6 to 7 hours, all year, plus async |
Those are market figures, not RAITHub prices; RAITHub publishes no rates. A low rate times more hours or more rework is not a saving, so compare fixed quotes with scope and deliverables visible. See QA as a service pricing and in-house QA vs outsourced QA.
Where should the tests live?
In your repository, running in your CI, with bugs in your tracker. That is what separates a service you keep from hours you rent. If the automated suite lives on the vendor's machines, you lose it when the contract ends and cannot prove a release was tested. See QA gates for offshore teams and the test pyramid for SaaS.
Why RAITHub for QA in Dubai and the GCC?
- Six to seven shared hours every working day, all year, with no clock changes on either side, plus written daily handoffs.
- A managed service, not seats. RAITHub manages its own testers. It does not offer staff augmentation.
- Arabic RTL tested as engineering, with your team or a translator supplying the Arabic copy.
- Tests and IP you keep. Automated tests and CI configuration go in your repository, with IP assigned to you and an NDA as standard; DPAs are signed where personal data is involved.
- Counted suites as proof. PropDesk runs 1,024 automated tests and Sundor Skin runs 530+. TheSkinProof, the founder's own venture rather than a client, runs 750+.
When a GCC company should not hire RAITHub for QA
- When a customer or regulator requires a SOC 2 or ISO 27001 certified vendor, or an accredited penetration test report. RAITHub holds neither certification and does OWASP-based testing, not certified pentests.
- When you need an Arabic-speaking team for meetings and documentation. RAITHub works in English.
- When you need a legal accessibility certificate. A WCAG 2.2 audit reports issues and fixes but does not certify compliance; confirm with your adviser.
- When you want to manage the testers yourself. That is staff augmentation, which RAITHub does not offer.
How RAITHub would test this
- Scope: the journeys and roles that matter, the browsers and devices, Arabic and English layouts, and the test types across manual and exploratory, mobile, security, accessibility and automation, API and performance.
- Rhythm: 6 to 7 shared hours for live triage, a written handoff every Dhaka working day, bugs in your tracker.
- Model: a monthly QA plan, a one-off audit or a dedicated team RAITHub manages and bills monthly.
- Contract: IP assignment, NDA, and a DPA with appropriate transfer safeguards, designed so personal data stays in your UAE-region account.
Next step: a free 15-minute technical audit, then a written fixed quote. For the full service, see QA as a service. Ready? Ask for a QA plan or dedicated team quote.
Frequently asked questions
How many hours does Dubai share with Dhaka?
About 7 working hours, all year, because Dubai is 2 hours behind Dhaka and neither uses daylight saving. Riyadh and Doha share about 6, and Muscat about 7, on a 9:00 to 18:00 day.
Does the UAE PDPL stop us using an offshore QA team?
Not in itself. The PDPL sets conditions for cross-border transfers, and free zones such as DIFC and ADGM have their own rules. Testing against synthetic data and keeping production data in a UAE-region account reduces what crosses the border. Confirm your position with a UAE-qualified adviser.
Can RAITHub test an Arabic right-to-left app?
Yes, as engineering: it checks direction, mirrored layout, directional icons, mixed Arabic and English, and every screen in both directions. The Arabic copy should come from your team or a translator, because RAITHub delivers in English.
Is offshore QA cheaper for a GCC company?
On rates, clearly: offshore manual QA runs $8 to $55 an hour against $60 to $160 in Western Europe. The total saving depends on hours and rework, so compare fixed quotes with the scope visible.
Will we keep the automated tests?
Yes, if they live in your repository and run in your CI from the start. RAITHub commits tests and CI configuration to your codebase and assigns the IP to you. Tests kept on a vendor's machines disappear when the contract does.
Does RAITHub have an office in Dubai or the Gulf?
No. RAITHub is based in Dhaka, Bangladesh, works with GCC clients remotely in English, and has no Gulf office. It is an offshore partner, not a nearshore one.
